Definition
Difference between the amount of gross receipts an establishment is required to report to the IRS as tips, and the amount actually received by employees as tips.
Example
Food and beverage establishments are required to allocate 8% of their gross receipts to the IRS as tips.
If an establishment has gross receipts of $100,000 for a payroll period, this means it would report $8,000 as tips for that payroll period. If the employees receive less than $8,000 in tips, the difference is the total tip shortfall (taking into consideration tips reported by indirectly tipped employees and those reported by directly tipped employees).
