Definition
The service computation date is important in determining such things as leave accrual category and potential retirement date. The SCD-Leave is used to determine the rate at which a federal employee accrues annual leave # 4,6 or 8 hours per pay period # dependent upon the amount of service the employee has for leave accrual purposes. In simplest terms the SCD is used to determine how long an employee has been working for the Federal government including (creditable military service, prior federal service, creditable civilian service, etc.).
The SCD is also one of the factors used in Reduction in Force Processing (RIF). The law provides that OPM#s RIF regulations must give effect to four factors in releasing employees during a RIF 1) tenure of employment 2) veteran#s preference 3) length of service (SCD) and 4) performance ratings.
The following employment data is included in the calculation of an employee#s service computation date:
1) Current employment period.
2) Prior federal employment (creditable military service, prior federal service, creditable civilian service).
3) Current leave w/o pay.
4) Prior leave w/o pay.
There are federal rules that determine the amount of leave without pay that can be credited towards the SCD of an employee. Any duration of leave without pay over 6 months within a calendar year is not included in the SCD calculation. For example, in the year 2000 an employee was employed for the entire year and took a leave w/o pay for 8 months, then in 2000, only 10 months are taken into account for SCD calculation.
