If the checkbox is active, then the corresponding state permits common paymaster relationships during the time period indicated.
If the checkbox is inactive, then the corresponding state does not permit common paymaster relationships during that period.
Note
Since the permissibility of common paymaster relationships in a given state may change over time, this checkbox may be both active and inactive for certain states, depending upon the period.
