Any arrears that could not be claimed from the employee in the in-period are stored here.
The field ARRS_PRP is filled in the in-period when the amount in the field AR_TOPAY is greater than that of AMTSPD_OP.
If this occurs, the arrears are larger than the NIC contributions for the in-period.
