Definition
This constant gives the symbolic value of the lower threshold. This amount can be multiplied by a factor and increase by the lower threshold base amount.
The upper threshold can also be coded in the same way as the lower threshold. The difference betwen the upper and lower threshold gives an amount to which the percentage rate is applied.
