Definition

The employer pays allowance for the benefit up to the amount of the comparison net.

Use

The indicator is evaluated when calculating the revenue subject to contributions in the full month analysis according to §23c of SGB (Code of Social Law) IV.

The full month analysis assumes that the absence with benefit payment exists for the entire month. An SI exemption is then accumulated (difference between the comparison net and the amount of the benefit). If the sum of the employer allowances and other regular benefits subject to SI contributions exceeds the SI exemption in the full month, then revenue subject to contributions exists.

Set the indicator if the employer allowance that was paid for this benefit is always exactly the difference between comparison net and benefit.
In this case, the SI exemption is always 0 and revenue subject to contributions exists precisely when other full-month benefits (without allowances) are present.
It is therefore not necessary to first determine the SI exemption and compare it to the sum of the employer allowance and other benefits.

Example

Maternity pay.

  • If the maternity pay is paid in the amount of the previous net, the employer does not pay an allowance.
  • If the maternity pay is less than the previous net, the employer pays the difference from the previous net as allowance.

Therefore, the indicator should be set in this case in order to carry out the simplified full-month analysis: no SI exemption, every regular benefit in addition to the allowance means revenue subject to contributions.
