Definition

In this field, you can store the reason for a special processing in the ELStAM procedure.

Use

Once the ELStAM (electronic employment tax deduction features) procedure starts, the employer is no longer informed through the tax card of the employment tax deduction features for employees liable for tax without restrictions, but via the ELStAM procedure instead.

In some cases, special processing has to be made for the employees and you define this in the Special Processing field.

The following special processing and reasons are stored:

• Special processing Does Not Participate
• Reason: Additional Personnel Number for ID Number
Each employee who is liable for tax without restrictions can participate only once in the ELStAM procedure at a single point in time. If multiple personnel numbers are created for one employee, for example, for employment subject to social insurance contributions and simultaneously for benefits payments, you select the attribute Does Not Participate for the personnel numbers with the additional employment relationships in the field Special Processing.
• Reason: Residence Abroad
Employees liable for tax without restrictions whose primary residence is abroad do not participate in the ELStAM procedure. Select the attribute Does Not Participate in the field Special Processing for these employees.
• Reason: ID Number Not Communicated
If the employee does not communicate his or her ID number, you can enter this as a reason for the special processing Does Not Participate. Payroll is then usually run for this employee with tax class 6.
• Reason: Special Statement
The employee provides a special statement from the tax office, for example, because a reporting authority provided the clearing house with incorrect data. Select the attribute Does Not Participate in the field Special Processing for these employees.
• Reason: Tax Card/Special Statement Not Available
The employee has not submitted his or her tax card or special statement. You want to wait until the documents have been submitted before registering as the main employer.
• Reason: Customer Specification
The system sets this reason when the Does Not Participate special processing is set automatically when importing a deregistration. This is the case when the Non-Participation for Der. field is selected.
• Special processing Registration with Deregistration of Previous Record
• Reason: Change Request for Exemption
When registering a secondary employment relationship, you can specify a desired personnel exemption in accordance with §39a EStG. The desired exemption is returned in the response from the clearing house if the employee has already entered a sufficiently high enough additional amount with the tax authorities and this has not yet been exhausted by other secondary employment relationships.
If another personnel exemption in accordance with §39a EStG is to be taken into consideration for this secondary employment relationship, you select the special processing Registration with Deregistration of Previous Record with the reason Change Request for Exemption. In this way, a deregistration is created on the day prior to the start date of the infotype and a new registration as secondary employer is created with the new desired exemption.
