Definition

This indicator defines the SI-related meaning of absences in the DEUEV. The day string (table TL in the payroll results) is filled with the DEUEV absence indicator for each day of the absence (for ds type 1).

The following indicators are currently defined:

A 'Illness/Accident'

For absences due to illness or following accidents for which the employer continues to pay remuneration according to the Continued Remuneration Law. Absences marked with this indicator are usually automatically converted by payroll to the DEUEV indicator '1' at the end of continued pay.

B 'Health Cure/Medical Treatment'

The DEUEV valuates this indicator in exactly the same way as indicator 'A': paid absence.

C 'Maternity Protection'

The indicator 'C' is to be used for absences for which there is an entitlement to maternity pay based on the Maternity Protection Act. If such an absence lasts longer than a full calendar month, in accordance with DEUEV, a suspension notification with submission reason 51 must be submitted at the end of the remuneration payment (therefore at the beginning of the maternity protection period).

D 'Parental Leave'

In the DEUEV, this indicator triggers a suspension notification with submission reason 52 if there has not already been a suspension with reason 51.

Caution In contrast to the DUEVO, in which this indicator could be used both with parental leave and with absences due to official duty (military/civil service), the absence indicator 'I' must be used in the DEUEV for times of official duty (various submission reasons).

E 'Unpaid Leave'

Use this indicator for suspensions of employment relationships without continued payment of remuneration. In the DEUEV, absences with this indicator trigger deregistration with submission reason 34 if they last more than one (period) month.

F 'Strike'

This indicator identifies absences due to a legal strike. As with indicator 'E', these absences trigger deregistration after a month, but this deregistration has the submission reason 35.

1. Note: 'Deregistrations' with submission reason 35 (in contrast to reason 34) do not lead to a termination of the health insurance fund membership.

2. Note: An illegal strike is to be valuated as unpaid leave with regard to SI.

G 'Slowdown Days'

Has the same meaning as indicator 'E'.

H 'HI Fund Sick Pay Discont. (Receipt of Unemployment Benefit)'

This indicator means that the payment of sick pay ends due to discontinued sick pay from the health insurance fund.

However, for periods as of January 1, 2007, it needs to be decided whether unemployment benefit is paid in accordance with §125 Para. 1 SGB III during the discontinued sick pay. If unemployment benefit is paid, this indicator can be used. Otherwise, the DEUEV indicator 'M' must be used.

The SI-based handling of the DEUEV indicator depends on the period:

  • Periods before January 1, 2003

    The SI days are reduced immediately. In DEUEV, there is an immediate deregistration with reason 30 (end of employment).

  • Periods between January 1, 2003 and December 31, 2006

    The SI days are reduced immediately. In DEUEV, there is an immediate deregistration with reason 33 (other reasons).

  • Periods as of January 1, 2007 (with regard to unemployment benefit in accordance with §125 Para. 1 SGB III)

    The SI days are reduced immediately. In DEUEV, there is an immediate deregistration with reason 30 (end of employment).

I 'Military Service/Civil Service'

Similar to the absence indicator 'I', an absence with this indicator triggers a suspension notification in the DEUEV. In this case, the submission reason is 53.

K 'Revocation of Social Insurance Obligation'

Use this indicator if the employee#s employment relationship exists in terms of labor law, but has not yet begun or has already ended for SI purposes.

During this absence, the employee is considered not subject to SI when creating the DEUEV notifications. A DEUEV notification due to the start of employment is suppressed for the duration of the absence. If the employee is already registered, deregistration due to the end of employment is created at the beginning of the absence.

Examples of use:

  • Due to illness, an employee cannot begin working at the start of employment as defined by labor law. The DEUEV registration for the start of employment cannot take place until work has begun.

L 'Reduced Earnings Capacity Pension After Payment of Sick Pay'

Use this indicator if the employee receives a full reduced earnings capacity pension and previously received sick pay from statutory health insurance.

This indicator triggers an immediate deregistration with reason 34. The notice period of a month is not taken into account.

M 'HI Fund Disqualification (After 2007)'

This indicator means that the payment of sick pay ends due to discontinued sick pay from the health insurance fund.

Use this indicator for discontinued sick pay that starts in 2007 or later, if the employee does not receive unemployment benefit in accordance with §125 Para. 1 SGB III. If the employee receives unemployment benefit, use the DEUEV indicator 'H' instead.

For the DEUEV indicator 'M', the period of a month applies in accordance with §7, Para. 3 SGB IV, meaning that the SI days continue for a month longer. After the period of a month has passed, there is a DEUEV deregistration with reason 34.

P 'Care Leave'

Starting July 1, 2008, use this indicator for care leave in accordance with the Care Reform Act.

This indicator triggers an immediate deregistration with reason 30. After the end of the absence, there is a registration with one of the following reasons:

  • 13 for periods before January 1, 2010
  • 10 for periods as of January 1, 2010

1 'Absence Without Continued Pay'

This indicator is used to indicate periods of entitlement to compensation benefits (for example, sick pay). In general, payroll sets this indicator automatically after the end of continued pay. If such an absence lasts longer than a calendar month, a suspension notification with submission reason 51 is to be created in accordance with DEUEV.
