Definition

The facility number, assigned by the MMS. The facility is the basic reporting unit for MMS reporting.

This ID represents a physical storage tank. The number is the federal government's assigned identifier for that storage tank. You link your own (internal) measurement point ID to the government's (external) facility number, in order to identify the measurement point for reporting purposes. The facility is a measurement point that is a commingling point (commingled means that it contains or processes volumes that come from differing leases).
