Definition

The operator well number is the operator's text description of the well completion.

That description is set up in PRA Production when the well completion is created. It is entered by the operator as the descriptive text for the well completion. Note that this is an "internal" identifier that the operator uses to identify the well completion. The operator and the government (API, etc.) can have two separate descriptions for the same well completion.
