When evaluating capacity utilization, it may be necessary to allow for additional capacity requirements at certain shipping points.
Example
Loading conditions at an offshore oil rig offshore Canada or in the North Sea are normally not comparable to loading conditions in harbors. The capacity loss allows transportation planning to take this into account when evaluating capacity utilization.
