Definition

Specifies that a budgeting rule should only be activated when a specific event occurs.

• If you select this flag, the rule will not be activated until the event occurs.
  Since it is uncertain when the event will actually occur, the rule is not included in the calculation of the available budget until the rule has been activated - either partially or fully.
  
• If you do not select this flag, the rule will be date-driven. This means that the rule will be activated on a specific date.
  Since, in this case, it is certain when the event will actually occur, the rule decreases the available budget of a budget structure element for as long as the rule is valid.
