Definition
Determines whether the feeder class can set the first visible row in a list, and load new data into the list at the same time.
Use
The feeder class can determine which row appears as the first visible row in a list. However, if the feeder class also loads new data into the list at the same time, then this function is disabled.
Use this flag to ensure that the feeder class can get new data and set the first visible row at the same time.
