Definition
This indicates that the individual enrolled in the COBRA plan is entitled to COBRA coverage, regardless of whether he/she is enrolled in his/her own plan, or is enrolled as a dependent of another plan.
Example
Due to the COBRA Qualifying event 'Divorce', the former husband and the children of the employee are all COBRA Qualified beneficiaries. The husband enrolls in in COBRA and the children are enrolled in his plan as dependents. The husband's remarries and his new wife is also enrolled as a dependent in the plan.
The husband and the children have this indicator selected, but the new wife does not. Although the children and new wife are all dependents in the plan, only the children are entitled to their own COBRA coverage.
