Use

Set this indicator if you want to offer qualified beneficiaries only those COBRA-relevant plans and plan options in which they were enrolled prior to the qualifying event, rather than all COBRA-relevant plans for which they were eligible.

Even if you set the indicator, all the health plans for which the qualified beneficiary was eligible prior to the qualifying event are offered for event-based and open enrollments after initial enrollment. Qualified beneficiaries are also allowed to choose new dependent coverages for the health plans and options that they continue under COBRA.
