Definition
The cost of COBRA coverage to a COBRA-qualified beneficiary, expressed as a percentage of the provider cost defined in the cost rule for the regular plan.
Since the qualified beneficiary pays the entire cost of continuation coverage, this percentage includes 100% of the plan cost, plus any administrative fees (any amount beyond the first 100%).
