Definition
The total cost of the benefit to a disabled COBRA-qualified beneficiary, expressed as a percentage of the provider cost defined in the cost rule for the regular plan.
Since the qualified beneficiary pays the entire cost of continuation coverage, this percentage includes 100% of the plan cost. On top of this, the employer may charge an additional fee if the qualified beneficiary is disabled. This fee is represented by any amount beyond the first 100%.
