Definition

Defines the start year of the reference or pay seniority (BDA) and, together with the start month, determines the start month for the age or seniority level for the employee.

Use

In the Public Sector, the promotion of an employee to an age or seniority level is based on the start date of the reference or pay seniority (cf. § 28 Bundesbesoldungsgesetz (Public Sector Remuneration Act) and § 27 sections A and B Bundes-Angestelltentarifvertrag (Collective Agreement for Public Sector Salaried Employees)).

The BDA is the point in time that indicates the (ficitious) entry to the first level of the seniority or pay scale groups. The system uses the month and year of the BDA to determine the current age or seniority level for the employee.

When an employee is hired for the first time, the system suggests the month and year for the BDA. From this, the system determines the age or seniority level for the employee. If the employee should be assigned to a different level, reset the BDA accordingly. This is relevant if the employee has previous employment periods that are to be imputed. The BDA is set back by the corresponding employment periods in the following cases:

  • The employee was already employed in the Public Sector before being hired.
  • You want to wholly or partially impute periods of employment outside the Public Sector for a person.

Procedure

To determine the correct age or seniority level for a hired employee, change the month and year of the BDA.

Dependencies

The BDA suggested by the system when an employee is hired is dependant on the BDA model that has been defined in Customizing for Payroll Germany.
