allowed for the employee according to the 'as if principle', payroll
sets blocking indicator 3 (ST-SPER3).
The employee is then taxed according to the alternative procedure
specified here.
The specified key for an alternative procedure refers to a tax procedure
from this table, for example, '112' means 'tax procedure 1 valid until
month 12'.
