Definition
If an annual employment tax declaration is desired in this tax
procedure, but is not allowed for the employee, payroll sets the
blocking indicator 1 (ST-SPER1).
The employee is then taxed according to the alternative procedure
specified here.
The specified key for an alternative procedure refers to a tax
procedure from this table, for example, '112' means 'tax procedure 1
valid until month 12'.
