Definition
The originating value is the share of all components of a product that are eligible for preferential handling under the respective agreement, compared to the goods value. The way preference eligibility is documented depends on the procurement situation:
- External procurement
Proof of preference eligibility is rendered through certificates of origin, long-term vendor declarations, or preference documents, depending on the agreement.
- In-house production
Preference determination calculates a preferential threshold value for each agreement. As soon as the relevant sales price (such as the ex works price) exceeds this threshold, the product is eligible for preferential handling. The calculated thresholds of semifinished products are used within preference determination.
- Mixed origin
The worst case from the above two methods applies, depending on the agreement.
