Use
In this IMG activity, you can specify that, during role assignment or tester assignment, nobody is permitted to create persons without users in the corresponding Web applications.
If you set the Forbid Creation of Persons in Web UI indicator, neither the power user nor a business user may create a person for whom an assignment to a user is necessary. Nevertheless, it is still possible to assign a user ID. A person is created automatically for this user ID.
