In this step of the Implementation Guide you establish the association between the contribution indicator (and consequently the taxation type) on one hand, and the territorial insurance position / rate type code on the other.
This table is read to determine the read-only fields relating to the liability type and to the contribution indicator in info-type 0659 in case the territorial insurance position/rate type fields have been selected.
In calculating payroll, this table is used to determine the contribution indicator to be used for each employee.

Before 2000, to a position you could associate one rate type only and - implicitly - one contribution indicator only.
From 2000 onward, instead, each company can have several positions, and each position can have several rate types, i.e. several risk codes.
Each "couple" formed by territorial insurance position + rate type is uniquely associated to a contribution indicator.
The same rate type can be associated to several territorial insurance positions.
