Use
In the case of prenatal and schooling allowance, the employee shall be deducted benefits already paid unless he/ she presents the required certification within the period established by law.
This deduction shall first be applied to any family allowance to have been paid during the period in which the failure to provide certification is detected. Where there is no such allowance to be paid, a deduction of up to 20% of the employee's basic salary per payroll period will be made until the total to deduct has been covered.
For this implementation guide activity you may use the aforementioned method or decide not to use the maximum percentage of 20% of basic salary and instead deduct the benefits which have already been paid solely from other allowances or benefits to have been paid during the period in which the failure to provide certification was detected.

If you do not wish to make the family allowance deductions using 20% of basic salary (and, therefore, wish to deduct them solely from previously settled family benefits) the NDSFM constant should have a value of 0 or should not exist.
If you do wish to make the family allowance deductions using 20% of basic salary (where there are no previously settled family benefits), the NDSFM constant should have a value of 20.
