An infotype record of infotype HE Contract data (0615) cannot exist before the employee was hired the first time.
To check this the infotype checks the begin date of the infotype record against the first existing record of infotype Actions (0000). If the record starts before the first existing infotype Actions, an error message is produced and the infotype record cannot be saved.
Generally this is correct. If for some reason you do not want this check, you can switch it off.
Example
Your SAP system go live date has been used as the start date for your infotypes Actions and Org.Assignment (0001). This should not be done, but if it has happened, you need to create the records of infotype HE Contract data starting before the "hire date" as the system recognises it from infotypes Action and Org.Assignment.
