Use

This organizational activity describes the settings that you can define to calculate the seniority of public sector employees and manage the corresponding data so that you can compile it in the Calculation of Seniority report (RPCSENPT0PBS).

Seniority data is used in processes such as determining whether an employee is suitable for promotion or transfer to a different post (in the context of mobility) or salary increases and bonuses.

You can define the settings for calculating seniority in Customizing for Personnel Managment by choosing Personnel Administration -> Evaluation Bases -> Date Specifications and Calculation of Employment Period.

You can also configure wage types and define valuation data in Customizing for Payroll by choosing Payroll: Portugal -> Seniority.

Requirements

Standard settings

The standard system contains valuation models. For each calculation, you can create rules that meet your organization's requirements.

Activities

  • Define the employment period calculation in Customizing for Personal Management, by choosing Personnel Administration -> Evaluation Bases -> Calculation of Employment Period.

    Customize the following calculations:

    • PTCA (Seniority in Career)
    • PTCT (Seniority in Category)
    • PTSC (Seniority in Scale)
    • PTOG (Seniority in Organization)
    • PTPS (Seniority in Public Sector)

      If you have set up a valuation model in Customizing, you can check your settings by using the Evaluation of IMG Settings for Employment Period Calculation report (RPUSEN20) in Customizing for Personnel Administration, by choosing Evaluation Bases -> Calculation of Employment Period -> Utilities -> Display Settings for Employment Period Calculation.

  • In the Date Specifications infotype (0041), create and assign all the following date types to the employee(s):
    • P2: Public Sector Entry
    • P3: PS Organization Entry
    • P4: PS Career Entry
    • P5: PS Category Entry
    • P6: PS Scale Entry
  • In the Time Specification/Employ. Period infotype (0552), define the type of time specification for the employment period (for example, Employment in Public Sector). You need to create the following time data types:
    • BNCA
    • BNCT
    • BNPS
    • BNSC
  • Define the conditions and rules.
    • Exit ILLN:
    • Set the following function module for evaluation: HR_PSPT_SEN_ILLNESS
    • Condition ABSC:
    • Set the criteria to consider absences that deduct seniority.
      Example: For Absences infotype (2001), you can select any subtypes of infotype 2001.
      You can use any number of infotypes and subtypes.
    • Condition LICN:
    • Set the criteria to consider licenses that deduct seniority.
      Example: For Action infotype (0000) -> Employment Status field -> any values for employment status.
      You can use any number of infotypes and subtypes.
  • Rules PTCA, PTCT, PTPS, PTSC, and PTOG:
    • Set the start date -> Priority for date type to 1 and assign the career/category/public sector/scale/organization date.
    • Set the End date of generated basic interval to End of reporting Period.

Example

The standard system contains rule ABSC. In this rule, the selection condition checks that AWART = 140.

You can copy and modify this rule so that it uses other values in the selection condition, for example, AWART = 141 OR AWART = 145.

After you define your valuation model, you assign it to the standard calculation to override the standard valuation model.
