The constant Annual Salary Special Rate (JLCON) from the table of payroll constants (T511K) is used to convert the wage types relevant to the annual salary to an amount including any extra payments, such as holiday allowance or a 13th month's salary. The tax authorities require the employer to estimate the wage (periodical + special) that the employee will receive during course of the year to the best of his ability. This is why any special payments that can be anticipated should be included in the calculation of the annual salary.
Example
If an 8% holiday allowance is applicable, the constant equals 1.08 (annual salary + 8%).
If, in addition to this, a 13th month's salary is also applicable, the constant equals 1.16 (annual salary + 8% holiday allowance + 8% 13th month).
