Use
In this step, you decide whether or not statutory absence payments should be paid in addition to Occupational Absence payments when an employee is on reduced occupational pay.
For any specified group of employees, you can configure any of the following sets of offsetting options as required:
- Option 1: Feature GOFFS
Feature GOFFS determines whether or not an employee receives SSP in addition to OSP if the employee is receiving reduced pay (as long as they are receiving more than SSP under the rules of your OSP Scheme).
- Option 2: Feature GOFFM
Feature GOFFM determines whether or not an employee receives SMP in addition to OMP if the employee is on reduced pay (as long as they are receiving more than SMP under the rules of your OMP Scheme). For SMP, this differentiation can be made to a further level as the distinction can be made dependent on whether the employee is receiving Upper Rate SMP or Lower Rate SMP.
- Option 3: Feature GOFFA
Feature GOFFA determines whether or not an employee receives SAP in addition to OAP if the employee is receiving reduced pay (as long as they are receiving more than SAP under the rules of your OAP Scheme).
- Option 4: Feature GOFFP
Feature GOFFP determines whether or not an employee receives SPP in addition to OPP if the employee is receiving reduced pay (as long as they are receiving more than SPP under the rules of your OPP Scheme).
- Option 5: GB STP offsetting against OTP (GOFFT) feature determines the Additional Statutory Paternity Pay (ASPP) amount that the system should offset against Occupational Transferred Paternity Pay (OTP) when an employee is receiving reduced pay.
Requirements
Your employee groupings must be customised if your absence scheme rules vary for your different employee groups where these groups are included in the decision trees of the above features.
Standard settings
In the SAP standard delivery, the return values of each of the above features are set to "blank" , that is, minimise the amount of OxP offset against SxP. This is because it is rare that an organisation would provide an Occupational Absence scheme that paid the minimum amount (maximised the amount of Occupational Payment offset) as such a scheme is seen as an employee benefit.
The decision trees for these features dictate whether or not SxP will be paid in addition to OxP. As SxP is always paid, this is the equivalent of deciding whether the amount of OxP paid should be reduced by the amount of SxP paid or not.
Possible offsetting scenarios are described below, using Occupational Sick Pay (OSP) and Statutory Sick Pay (SSP):
- OSP (with SSP deducted) is paid if an employee is receiving full pay.
However, as SSP is not recoverable, you must decide whether you wish to record the payment as SSP or not. In this sense, the SSP payment is optional and could be included as part of your OSP payments. For this reason, SSP paid is entered in the wage type SSPO.
- OSP will not be paid if an employee is receiving nil pay.
SSP is not optional as your OSP scheme does not pay at least the statutory amount. In this situation, SSP paid is entered in the wage type SSPP.
- OSP may be paid if an employee is receiving reduced pay depending on the return value of the feature GOFFS.
- If the maximum amount of OSP is offset in GOFFS, SSP is optional as your OSP scheme does pay at least the statutory amount. Here, SSP paid is entered in the wage type SSPO.
- If the maximum amount of OSP is not offset in GOFFS, SSP is mandatory as your OSP scheme pays SSP in addition to OSP. In this case, SSP paid is entered in the wage type SSPP.
- OSP will not be paid if Full Pay is less than SSP.
In this case, SSP is mandatory as your OSP scheme does not pay at least the statutory minimum amount. In this case, SSP paid is entered in the wage type SSPP.
Recovery of Statutory Absence Payments
Statutory Maternity Pay
As SMP is recoverable, it is always paid and recovered. SMP paid is entered in the wage types SMPR and SMPN.
- OMP (with the SMP deducted) will be paid if the employee is receiving full pay.
- OMP will not be paid if the employee is receiving nil pay.
- OMP may or may not have the SMP deducted from the amount to be paid if the employee is receiving reduced pay depending on the return value of the feature GOFFM.
- OMP will not be paid if full pay is less than SMP.
Statutory Adoption Pay
As SAP is recoverable, it is always paid and recovered. SAP paid is entered in the wage types SAPR and SAPN.
- OAP (with the SMP deducted) will be paid if the employee is receiving full pay.
- OAP will not be paid if the employee is receiving nil pay.
- OAP may or may not have the SAP deducted from the amount to be paid if the employee is receiving reduced pay depending on the return value of the feature GOFFA.
- OAP will not be paid if full pay is less than SAP.
Statutory Paternity Pay
As SPP is recoverable, it is always paid and recovered. SPP paid is entered in the wage types SPPR and SPPN.
- OPP (with the SPP deducted) will be paid if the employee is receiving full pay.
- OPP will not be paid if the employee is receiving nil pay.
- OPP may or may not have the SPP deducted from the amount to be paid if the employee is receiving reduced pay depending on the return value of the feature GOFFP.
- OPP will not be paid if full pay is less than SPP.
Activities
For each of your configured employee groupings:
- Enter X as the return value of the feature GOFFS to activate option 1.
- Enter X, L or U as the return value of the feature GOFFM to activate option 2.
- Enter X to maximise the offset for both Upper and Lower rate weeks
- Enter L to maximise the offset for Upper rate weeks only
- Enter U to maximise the offset for Lower rate weeks only
- Enter X as the return value of the feature GOFFA to activate option 3.
- Enter X as the return value of the feature GOFFP to activate option 4.
- Enter X as the return value of the feature GOFFT to activate option 5.
Note:
Leaving the return value of any of the above mentioned features "blank" implies that offsetting will be performed as normal. That is, an employee receiving a reduced Sickness/Maternity/Adoption/Paternity payment will have their pay increased by the value of the Sickness/Maternity/Adoption/Paternity payment to a limit of full pay.
