Use

The variable rate of a contribution type depends on the employee. To determine the variable rate of a type of contribution according to the employee, set the characteristic FRATE to return the desired values.

Generally, a number of rates are applied to a single contribution. The modifiers and possibly employee groups enable you to replicate and store the rate variation for a given contribution.
