Public sector employees who are in employment on July 1st receive a vacation bonus. The details are specified in the separate collective agreement for vacation bonus.
Models can be created for the payment arrangements of the vacation bonus. Depending on the pay scale type, you can have a large influence on the following:
- Payment month: Here you can define the payment month for the vacation bonus.
- Constant: In this field you can enter a payroll constant from table T511K. The vacation bonus is then valuated with this predefined constant. If this field remains blank, constant OUARB is used for the valuation if the employee subgroup grouping (ESG) for personnel calculation rules (PCR) is 1 (Hourly-wage earners) or 2 (Wage earners). If the ESG for PCR is 3 (Salaried employees) or 4 (Public Sector employees), constants OUAN1 and OUAN2 are used for the valuation.
- Limit pay scale group: The pay scale group is used in valuating vacation bonus for salaried employees in the public sector. Those in pay scale groups which are valuated more highly receive a lower amount (1996: DM 500) than those in less highly valuated groups (1996: DM 650). Here you should specify the highest field in the lower half of the pay scale groups. As an example of the 'BAT Bund und Land': Pay scale group Vc (groups X-Vc received DM 650 in 1996 and groups Vb-I DM 500).
Caution: This differentiation is only taken into account if the ESG for PCR is 3 (Salaried employees) or 4 (Public Sector employees) and only if the Constant field in the model table is blank.
- Wage type: You can use this field to determine which wage type will be used to pay the wage type.
- LAuVAGe (Lock automatic vacation bonus generation): Here you can lock the automatic generation of vacation bonus.
Three payroll constants are made available for the valuation of the vacation bonus. These are determined automatically during the payroll run using the ESG for PCR, provided no alternative constant has been defined in the model table.
- OUARB: Vacation bonus for hourly paid workers
- OUAN1:
- Vacation bonus for salaried employees in payment group Vb-I (CAGCS - Collective Agreement for the German Public Sector)
- Vacation bonus for salaried employees in payment group Kr.VII- Kr.XIII (CAGCS)
- Vacation bonus for public officials in pay group A9-A13 (PayGr)
- OUAN2:
- Vacation bonus for salaried employees in payment group X-Vc (CAGCS)
- Vacation bonus for salaried employees in payment group Kr.I-Kr.VI (CAGCS-Kr)
- Vacation bonus for public officials in pay group A1-A8 (PayGr)
The standard constants OUANE for salaried employees (East), OUARE for hourly-paid employees (East), OUBEA for public sector employees, OUAZB for apprentices/trainees, and OUPR1 for placement students are also available.
Example
Requirements
The current values for the payroll constants OUARB, OUAN1 and OUAN2 are delivered by SAP when the fiscal year changes. It is always a possibility that the values can be changed again by the legislature, shortly before the new fiscal year and after they have been delivered. If this occurs SAP will inform you, via an error note or letter after the change of the fiscal year, of the correct values that you will need to enter for the constant.
Caution:
The automatic generation can only be activated on January 1st of the payroll year. Assign models for the current payroll year that deactivate the automatic generation of vacation bonus. Refer to the section Assign valid models for special payments.
In the meantime, you can calculate vacation bonus without the automatic function by using report RPURLOD0.
