For the notification to the BVA, it is necessary to group employees according to certain criteria. Feature AVKAT, which you configure here, is used for this. This feature defines the insurance category for the annual contribution basis statement (and the old monthly contribution statement). The categories required by the BVA are active civil servants with life tenure, pensioners, municipality representatives, contractual civil servants and minimum income workers. As minimum income workers are uniquely identified via this feature, and this assignment is also needed for insured person notification ELDA and monthly contribution statement ELDA, the minimum income assignment via feature AVKAT is also used there. The other assignments are ignored in contribution statement ELDA and insured person notification ELDA. Other IMG activities are available to set up affiliation to an employee group (government officials, salaried employees, hourly paid employees and so on) in the ELDA statement. However, maintenance of feature AVKAT affects all BVA notifications as is maintained generally here.
The assignment of the insurance category/minimum income threshold is carried out using feature AVKAT.
Standard settings
The assignment can be made in the decision tree in accordance with the following hierarchical structure, for example:
PERSG (employee group)
--> PERSK (employee subgroup)
--> TRFAR (pay scale type)
In the standard system, decision values '1' and '2' are set up for employee group PERSG. For value '2' (pensioners), value 'X' is returned. If the decision value is '1', employee subgroup PERSK differentiates between active civil servants with life tenure 'AR' and contractual civil servants 'AS'. The feature returns value 'B' for active civil servants with life tenure for decision value 'AR' and other decision values 'Other". In subnode TRFAR (pay scale type), possible values '65' (contractual civil servants, salaried) and '66' (contractual civil servants, hourly paid) are checked for decision value 'AS'. The values of pay scale types '65' and '66' are '5' and '1'. If a decision value is missing for TRFAR, value '5' (contractual civil servant, salaried) is returned.
It is also possible to make the assignment via the social insurance assignment with the following selection criteria: ASVGR (SI group), AUSVA (social insurance body) and AUBGR (technical contribution group in social insurance).
