Use
In this Customizing activity, you define the type of rule set with a NAFTA-based concept. Preference procedures are part of the preference rules for determining preferential origin. The system uses these procedures to determine which primary materials without preferential origin have to be valuated and checked in order to grant originating status to a product. The rule sets - the validity areas of preference agreements - define which respective preference procedures are relevant. Preference agreements can vary within their individual validity areas. You can therefore define the specific preference procedures separately for each rule set type.

Activities
- Determine the rule set for which you want to create the preference procedures
- Enter the name for the relevant procedure, together with a description.
- Set the indicator for the corresponding procedure.
Note: Each indicator can be set only once.
Example
The following preference procedures are relevant in the NAFTA area:
- Regional Value Content (RVC)
- Check of tariff number or parts thereof in the Harmonized Tariff Schedule (HTS)
This procedure determines how high the share of primary materials with a specific commodity code can/must be.
- Additional conditions
Additional conditions can contain text descriptions from the preference agreement that contain, for example, specific production methods.
- Tariff shift in the Harmonized System (HS)
This procedure determines the maximum percentage share the non-originating goods may have for the goods still to be recognized as originating goods. This defines the maximum share of primary materials without origin that can be processed yet still be considered as originating goods.
Based on this, the following settings are possible for the NAFTA rule set (preference law for the NAFTA area):
