Use
In this Customizing activity, you define the type of rule set with an EU-based concept. Preference procedures are part of the preference rules for determining preferential origin. The system uses these procedures to determine which primary materials without preferential origin have to be valuated and checked in order to grant originating status to a product. The rule sets - the validity areas of preference agreements - define which respective preference procedures are relevant. Preference agreements can vary within their individual validity areas. You can therefore define the specific preference procedures separately for each rule set type.
Requirements
Standard settings
Activities
- Determine the rule set for which you want to create the preference procedures
- Enter the name for the relevant procedure, together with a description.
- Set the indicator for the corresponding procedure.
Note: Each indicator can be set only once.
Example
The following preference procedures apply within the European Union:
- Checking of tariff number or of parts thereof in the Harmonized System (HS)
This procedure determines how high the share of primary materials with a specific commodity code can/must be.
- 50:50 Check
This procedure determines that the value of all the primary materials without preferential origin must not exceed the value of the primary materials with preferential origin.
- Additional conditions
Additional conditions can contain text descriptions from the preference agreement that contain, for example, specific production methods.
- Third-country check
This procedure determines how high the maximum percentage of non-originating primary materials is allowed to be to enable the goods to still be recognized as originating goods.
- No heading change in HS
If primary materials and produced goods belong to the same HS heading, this procedure determines how high the percentage of non-originating primary materials is allowed to be to enable the goods to still be recognized as originating goods.
- With heading change in the Harmonized System (HS)
This procedure determines the maximum percentage share the non-originating goods may have for the goods still to be recognized as originating goods. This defines the maximum share of primary materials without origin that can be processed yet still be considered as originating goods.
On the basis of this, the following settings can be made for the rule set EU (Preference law for the European Union):
Preference procedure Description Indicator for the procedure
5050 Originating value greater than/equal to non-originating value 50:50 Check
COND Additional condition Additional condition
DRITT Third country Third-country check
HSPOS Tariff code Checking of tariff number or of parts thereof in the Harmonized System (HS)
OPOSW No heading change No heading change in HS
POSWE Heading change With heading change in HS
