Use

In this IMG activity, you define the base rules of an agreement. Base rules are independent of the heading in the Harmonized System (HS System) and they are used in the following circumstances:

  • There are no specific preference rules for a tariff code
  • The preference rules are not fulfilled
  • The preference agreement allows tolerances

Base rules consist of the following types of rules:

  • Basic rule

    The basic rule usually contains a request for a heading change.

  • Minimal operations rule
  • Set of goods
  • General tolerance rule

The general tolerance rule is used if a good is only eligible for preferential treatment if it has 100% preferential origin and minimal changes have been made to the goods.
