Use

In this IMG activity, you specify whether you want execute the preference model over multiple organizations in the feeder system for preference processing or use legal control for re-export. You create a plant group for this cross-plant preference model and assign the organizational units in the feeder system to this group.

This creates the cross-plant preference model in preference processing, defining the aggregation level for vendor declarations and the control settings for cross-plant preference determination. This includes the feeder system and the plants from the feeder system within the plant group for which you want to run preference determination. If you want to aggregate the BOP from different plants as the basis for preference determination, you have to use cross-plant preference determination. Note the following for preference determination:

  • If you configure aggregation and determination and the plant group level, the system calculates the aggregation result according to the worst-case principle. Assume you aggregate the results of the vendor declarations for goods from three different plants, for example. You have long-term vendor declarations that secure preference eligibility for the goods from two of the plants, but the long-term vendor declarations from the third plant do not secure preference eligibility. As a result, product is not eligible for preference.
  • You can only group plants in different countries if they share the same legal regulation and the countries of these plants are members of the same country group. The legal regulation corresponds to the preference agreement in preference processing.
    • Since the EU is a customs union, you can combine plants from different EU countries in one plant group.
    • In the NAFTA free trade zone, you can only group plants from one country in a plant group.

If you want to configure re-exports in addition to preference processing, you can reuse the plant groups in re-export. Note that the system only considers the individual plants within the plant group for the re-export in this case, however.

Requirements

All the plants in a plant group must belong to the same group of logical systems.

  • Specify the respective logical system; all logical systems must belong to the same group of logical systems
