Use

In this Customizing activity, you define the types for import and export licenses. When you define the license types, you can also select which objects the system checks when it determines the license types. You have the following options:

  • Foreign trade organization
  • Legal unit
  • Business partner
  • Partner function
  • Product number
  • Control class (export control classification number)
  • Document number from feeder system
  • Country of departure/destination

You can define for each check object how many attributes of this object can be maintained in the license. The options functions are available:

  • No possible attributes (object is not available for this license type)
  • Exactly one possible attribute
  • Unlimited number of possible attributes

You can select one of the following depreciation options:

  • Value update (including Exceeded (in %) and Shortfall (in %))
  • Quantity update (including Exceeded (in %) and Shortfall (in %)) based on the quantity, the gross weight, or the net weight in the item

If you set the Several Licenses indicator, the system can select several licenses to cover the values/quantities that are to be depreciated in the case of a value and/or quantity update. Example: Assume an item quantity is 1000 kg. The system has found two suitable licenses: license A with an open quantity of 400 kg and license B with an open quantity of 800 kg. In this case, the system would assign both licenses to cover the item. License A would have no remaining open value and license B would have a remaining open value of 200 kg.

Under Address Changes for Assigned Partners, you can determine the extent to which the system checks address changes for the automatic blocking of licenses. When you process a blocked license, you check whether the license needs to be requested again or whether the discrepancy is uncritical and the license can be reactivated.

  • Master data: You can have the system block licenses when address data marked as critical in the comparison procedure has been changed. To activate this function, you select the Partner Address Changes indicator and select the comparison procedure you defined in the Customizing activity Control Settings for Legal Control.
  • Document transfer: You can have the system block licenses when the address in a document does not match the address in the license. To activate this function, you select the Document Addr.Changes indicator. Besides selecting the comparison procedure, you determine which status is to be assigned to the license (for example, "Relevant Address Change"). The respective status needs to be defined in the Customizing activity Control Settings for Legal Control.

If you want to maintain texts in the license, you must assign a text determination procedure to the license type under Text Determination Procedure.

Enter the parameters for e-mail notification for the electronic receipt of import and export licenses.

If the government agency responsible for a license type uses a name that differs from the name maintained in the license type, you can maintain this name as the external identification.

You can configure settings for receiving import and export licenses in electronic communications. This involves configuring the communication parameters for received messages. If you want to use electronic communications, you will have to configure a variety of other settings in Customizing, configure Business Add-Ins, and use custom programs for integration with the communication platform.

For each license type, you have to maintain a sequence for the statuses that are already defined for the legal regulation. You enter the statuses in this sequence (for example, status B follows status A). For each status, you can also specify whether the values and quantities or the validity of the statuses are hidden, optional entries, or mandatory entries

The following license types are included in the standard system:

  • AG - General export/dispatch license
  • EAG - Single export license for export/dispatch (Germany)
  • EAGP - Single export license - Partner function-specific (Germany)
  • SAG - Collective export license (Germany)
  • EXCPT - License exception
  • IVL - Individual validated license
  • IVLP - Individual validated license - partner
  • VL - Validated license

Activities

  1. Enter a legal regulation.
  2. Enter a license type with a description, and select whether it is an import or export license.
  3. Select the objects that the system is to check in the customs document when it is determining a license and decide whether to set the Several Licenses indicator.
  4. Make the appropriate settings for the system to update the licenses in this license type.
  5. Select the range of attributes the user can maintain in the license master data for each of the objects you selected for the system to check.
  6. Make the appropriate settings for the licenses that are used for dual-use goods.
  7. Make the appropriate settings for address changes to business partners.
  8. Select a text determination procedure.
  9. Define the parameters for e-mail notification of received import and export licenses in electronic communication
  10. If necessary, enter the external name for the license.
  11. Now select the license type you just created from the table and assign the statuses you created in the Customizing activity Control Settings for Legal Control in the appropriate sequence.
