Cannot end plan

Diagnosis
The Nursing Plan cannot be ended, since the nursing anchor service does not exist yet. This will be created when the plan is saved for the first time. Saving can then take place if the entries exist.
System Response
Procedure
If no entries exist, then it is not necessary to end it. If ending it is desired, then you must first input at least one entry and then save the Nursing Plan.
