'Create Secondary Surgery' only possible after appointment assignment

Diagnosis

The operation was requested, but still not scheduled.
A secondary OR can be created, only when an appointment has been
assigned for the operation.

System Response

Creation of secondary ORs is only possible if a planned movement
exists. You can create a movement in the status 'Planned' for the
operation through the apppointment assignment.

Procedure

Assign an OR appointment via the schedule or the planning list.
