Diagnosis

All OR documents have not been released.
At 'OR documentation complete' it is being checked whether all documents
assigned to the document profile were released or whether OR times
exist.
If all documents have been released, a service for controlling will be
created.

System Response

Because not all OR documents have been released, no service could be
created for controlling.

Procedure

Please release all OR documents, enter the OR times and click on to
'OR documentation complete' again.
