EEW extension is not marked to be deleted

Diagnosis
After the migration of EEW extension into AET enhancement, the EEW extension should be marked to be deleted.
System Response
Due the system limitation, the system is not able to set the EEW extension to be deleted.
Procedure
Because the migrated EEW extension is not marked to be deleted, generation of this extension is still possible. However, this should not be generated from the EEWB anymore, because it is already migrated.
You should only delete the EEW extension in EEWB.
