You have not predefined a BDA (BDA model 02: no automatic BDA determination) and have specified the age pay scale manually.
Under these circumstances, it is not possible for the final age page scale to be granted automatically with parameter "E".

Delete the entries from the "Use Up Advance Granting, Grant Final Level" field.
