Diagnosis
The allocation percent is only allowed when the resident indicator is 'B' or 'W'. Resident states with an indicator of 'R' are defined only as a residence and designates that there is no work assignment for the employee within that state; therefore, the percentage of work (allocation percent) is not applicable.
