Diagnosis
As per configuration in view V_T5MLTR, leave type denotes second level transfer. By second level of transfer we mean transferring those vacation days which are already transferred from some other leave type.
In PBS systems there is no concept of second level transfer. Here, the leave days that are transferred remain valid for all the coming years until they are used by the employee.
But, in the SAP system, the transferred leave days are valid only for next vacation year, as per legal interpretation. After that, even if they are not fully used up by the employee, they are no longer available to the employee. For example, after some employees have continuously transferred leave days to the next year, they have enough leave balance so that they can even transfer their already transferred leave balances. For this reason SAP has specified the second level transfer.
As PBS does not recognize this, this data is not sent to PBS. This can lead to inconsistencies between these two systems when the employee starts transferring the leave types that have already been transferred.

To preempt the inconsistency when doing second level transfer, you should check the need for manually adjusting PBS accumulators and adjust them, if necessary using IT 578.
