Diagnosis
You have tried to start a payroll run in test mode, even though it is already in payment or forced payment mode.
System Response
The system will not start a payroll run such as this in test mode.
Procedure
Continue the payroll run in payment or forced payment mode. If you do not want to do this, you can create a new payroll run, choose the same persons and periods, and then run it in test mode.
