You are trying to edit master data using a TaxLocator version that is not valid.
System Response
The system does not let you edit the master data.
Procedure
Ensure that you have made all the required settings in Customizing for Payroll USA under the following paths:
- Tax -> SAP/BSI Interface
- Tax -> Tax Data Maintenance -> Tax Areas -> BSI TaxLocator
