You cannot use this function for the current budget status

Diagnosis
The budget status determines which actions you can perform for the budget units in the budget structure. The following statuses are supported:
'1': the budget has been released and can no longer be edited.
'2': the budget has the status "planned" and can be edited (this depends on your authorizations).
Note:
To assign another budget unit to your budget unit, both budget units must have status '2'.
