Diagnosis
The status' allowed for a budget type group are predefined and cannot be changed. The budget status specified by you does not exists for the budget type group.
The following status are currently supported:
'1': the budget has been released and can no longer be edited.
'2': the budget is in the status planned and can (depending on your authorization) be edited.
