Diagnosis
The settings in Customizing are not sufficient for the principle of dual control for the notice management.
The authorization profile for the user does not allow the action.
Procedure
Check the settings in the Customizing for the principle of dual control for the notice management under Set up Release For Bank Area/Product/Notice Category and Amount and/or Set up Release for Bank Area/Authorization Group and Amount.
A role is assigned to each user. These are mostly maintained centrally by an authorized specialist. Have your authorization profile checked.
