Insertion not possible as hierarchy was already used and account not new

Diagnosis
If a hierarchy for interest compensation has already been used, no accounts can be inserted any more.
An exception would be inserting a new account into an interest
compensation hierarchy that is already used. This is possible if the
new account is active, has not yet been posted to, and was created in
the current hierarchy period.
