Could not create case for customs document

Diagnosis
The case could not be created for the customs document.
System Response
A case can only be created for customs documents that have already been screened. Screening is performed automatically during the transfer to the GTS system, provided the SPL screening service is active. The SPL service was not active when this customs document was transferred. Check your Customizing settings. Save the results of SPL screening without a case for the affected customs document and then start the application again. You can then create a case.
